It needs to either deal way better with an interruption (try an A/B system where you construct the new version in a new folder, then do an atomic "mv"/rename to move it into place once done instead of copying/altering in-place) and/or needs to be in a place recognized by steam's game cache verification and/or needs something at the very beginning of its launch chain that notices it is corrupted and auto-deletes everything for a clean fetch.
